This issue happened on 6u18 java.com Download Test.Reproducible on WindowsXP/Vista.

Click the button "Free Java Download" to download and install Java.Along with the Java installation,the
Google/Bing/MSN Toolbar is offered.Select the toolbar and install it.There will be an error message pop up and the toolbar installation is fail.Please refer to the attached snapshot.
