JDWP test fails with ERROR: Nonzero ThreadGroupID of parent thread group

      JDWP test nsk/jdwp/ThreadGroupReference/Parent/parent001
      fails with
      # ERROR: Nonzero ThreadGroupID of parent thread group returned for top-level thread group

      Test fails for server and client flavor and does not depends from GC modes.

      It seems to me that jvmdi test nsk/jvmdi/GetTopThreadGroups/topthrgrp001 failure is connected with it.
      It fails with error ERROR: thread group is not parentless!
