Can not install6u18-b73 offline (-s) bundle from java.com staging site. When running the installer, the windows installer option usage popped up and the installation can't continue. See attached image.

Steps to reproduce:
- On Window system, install the offline bundle <jre-6u18-windows-i586-s.exe> from the staging site:
http://star-wip.sfbay.sun.com:88/en/download/manual.jsp


If you encounter the Windows Installer usage and can not proceed with the installation, then the bug is reproducible.
