ServiceTag support in Java support required for older versions.

      Older JREs do not add a Sun ServiceTag to the system's registry on installation, as the JRE did not have ServiceTag support at that time. Also if the servicetag registry was not installed at the time you installed the JRE, no servicetag will exist on the system registry.
