A DESCRIPTION OF THE PROBLEM :
This is a Windows XP only problem. Java quick start slows down the initial start up of all Explorer windows. Every time a new Explorer window is opened, java quick start plugin delays this process for about 500 ms.


STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
1. Install Java SE Runtime 6 Update 17
2. Click "Start", then "My Documents"
3. Wait about 500 ms
4. "My Documents" finally opens.

EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
1. Install Java SE Runtime 6 Update 17
2. Click "Start", then "My Documents"
4. "My Documents" should open immediately

REPRODUCIBILITY :
This bug can be reproduced always.

CUSTOMER SUBMITTED WORKAROUND :
When the jqs_plugin.dll with the class name of "JQSIEStartDetectorImpl Class" is disabled, Explorer windows open normally.
