[308] handle type arguments to constructors (e.g. `new <@A Foo> MyClass()`)

      We need to handle type arguments to constructors (e.g. `new <@A Foo> MyClass()`).

      Such annotations are currently parsed, but are not assigned proper locations
      and get ignored.
