Java Auto Update binaries are missing in JRE/JDK 6u18 for x64 Windows

      OS: Windows Server 2008 x64 Japanese
      Java: JRE/JDK 6u18
            (JRE/JDK 6u20 for x64 Windows has same issue)

      Java auto update related files are not installed even after completing the 6u18 installation.
      As a result, user can not use java auto update functionality at all.
