Testcase changes, cleanup of problem list for jdk_tools targets

      Change the jdk/test/Makefile so that the jdk_tools2 tests are run in -samevm mode.
      Fixed some tests to be more robust and reliable.
      Marked several tests with @ignore for the bugs filed against the failures.
