Steps to reproduce:

   1. Install 1.6.0_21 JRE from http://jre.sfbay.sun.com/java/re/jdk/6u21/promoted/fcs/b07/bundles/windows-i586/ on system
   2. Run JDK/FX installer cobundle
   3. When public JRE goes to install check if a dialog will appear telling you a newer JRE is on the system already
   4. Dismiss the dialog and finish the JDK install portion
   5. Verify the FX portion of the install runs as expected
   

Expected result:
At step 3, A dialog will appear telling you a newer JRE is on the system already.

Actual result:
Public JRE will not be installed because there is no Public JRE in the feature list anymore, please refer to the attachement. Hence later the warning dialog doesn't appear.
