The table of versions indicates:

tzdata2010i 1.4.2_27 5.0u25 6u21 1.3.31

i.e. version 1.3.31 of the tool includes tzdata that is currently
available in JDK releases, and we offer 1.3.29

The policy to date has been to make the DST tool that offers the tzdata integrated in the latest available JDKs the tool version available for download. The current live pages are inconsistent with that policy.
