Steps to reproduce:
Launch case CTE_REGTEST/Generic/ 4841943/Test 4841943.java
1. Open a Dos prompt window and goto the following directory
C:\work\scratch
2. Run the following command: regedit EULA.reg, which means DWORD key(32bit) HKLM\SoftWare\JavaSoft\Java Runtime Environment\1.6.0_21\EULA=00000001
   This will set the EULA registry value to 1 (Enable)
3. Open a browser IE7(64bit) and load the following page
      http://jpseuwt-ap/testcases/Sample/Plug-inTag.html
   If EULA dialog does NOT pop-up, test FAILED

Actual behavior:
EULA dialog does NOT pop-up over winvista-x64.Browser will crash. Use same build over win7-ultimate-x64 has the same issue.
