6964353 enhance logging and add pings for CheckPendingFileRenameOperations error during JRE install

Above CR is integrated in 6u23 b02. There is one new sentence in the installshield that needs localization:
Error reading the Windows registry. You need to restart your computer before installing Java

Hyono-san will handle the translation, and I will handle the Installshield and change integration.
