All the tests tetsing setting of runtime arguments/properties using Java control Panel(Java tab) are failing with PIT bundles. This feature is broken under current PIT bundles

Steps to reproduce:
1) Install PIT bundles
2) Invoke Java control Panel and got to Java tab
3) Trying setting the java runtime params e.g. -Xint
4) Close Java control panel after applying the changes
5) Try to read the deployment.properties or invoke JCP again. If runtime param settings are missing then bug is reproduced
