Following four Big5 characters are not displayed correctly on Windows environment.

    ISO/IEC 10646:2003 HKSCS-2008
    with Amendments 1 to 6 in Big5 Release

Steps to reproduce the bug

1. Install JDK7
2. Start notepad demo program in Java_HOME/demo/jfc/Notepad
3. Display Big5 data attached (filename: hkscs-2008.txt)

These four characters are at the bottom of test data.
