Steps to reproduce:

   1. Check preconditions
          * VERIFY This JRE is not already installed.
   2. Invoke the JRE b117 installer using EULA=1 as an argument.
   3. Navigate through the installer.
   4. Click on finish button to complete the installation procedure.
   5. Invoke IE and run a Java Web Start application
   6. Check if there is a dialog appears asking you to approve license for JRE

Actual result:
    Dialog asking you to approve license for JRE does not appear and there is error dialog, please refer to STRESS017-001.JPG.

Expected result:
    The dialog appears asking you to approve license for JRE.
