Platforms: Windows XP x64 | JRE 64bit build

Steps to reproduce:

   1. Install Prior family JRE like JRE b110 64bit build
   2. Launch the IE browser with a simple applet
   3. Install JRE under test: b117 64bit build
   4. Verify the Close Browser dialog appears

Actual result:

   1. The Close Browser dialog does not appear.
   2. The dialog saying restart your system shows up, please refer to the attached picture FIU002-001.JPG.
   3. After restart check the java version, it is still b110, which means b117 can not be installed.

Expected result:

   1. The Close Browser dialog appears.
   2. b117 should be installed successfully.
