During testing of 6u23 b04 noticed failed log messages in jusched.log.
To reproduce:
1) Install 6u23 b04 offline/online bundle
2) Update to dummy NEXTBLD of 6u23 b04.
3) Scan the jusched.log for failed messages.

This was reproduced on Vista x86.

He was able to see the issue on 6u23, 6u24, and JRE 7 builds. he duplicated the error in jusched.log by installing jre-6u21-fcs-bin-b07-windows-i586-17_jul_2010.exe and PIP to http://j2se.east/arc/1.6.0_23/nightly/2010-10-24/windows-i586/jre-6u23-windows-i586-iftw.exe, but jp2ssv.dll, ssv.dll, amd jqs_plugin.dll where properly replaced when IE was open and caused the browser restart checkbox.
