This bug is to follow up with 7011421. It appears the fix failed with jdk7 b126-pit

Tested build : b126 pit bundles

Steps to reprodcue:
1)Install above mentioned PIT bundles, make sure there is no FX runtime installed in the machine
2) Run the following samples:
1. Text applet2 use <applet> tag

2. Text applet2 use JNLP without javafx_version parameter hint,

3. Text applet2 use JNLP with javafx_version parameter hint,
http://javaweb.sfbay.sun.com/~hj156752/awtless/text/test_jnlp2.html
4. Text application for webstart,
http://javaweb.sfbay.sun.com/~hj156752/awtless/javaws/text/JavaInfo.jnlp

3) If the samples can not be launched, the Fx runtime is not installed, the bug is reproduced.
