some tools of JDK are localized into locales other than zh and ja

      This is found when reviewing the files for b130 PIT, but it should have happend in earlier releases like 6ur and 5.

      Actually, I am not sure if it's a "defect", but I'd like to log what I see, so I set the CR as RFE.

      Currently, some tools in JDK like Packager (ActiveX Packager), HTMLConverter are localized into all the 10 locales supported in JRE. While these tools are for developers and are not part of JRE. If to be strict, Packager and HTMLConverter should only be localized into zh_CN and ja.

      Anyway, localized into more locales is not a bad thing. So, I just set the CR as RFE to log what I see.
