Auto Update from non english locales to JDK 7 b130 is failing.

To reproduce here are the steps:

1.) Uninstall all previous JREs and JDKs

2.) Install JRE 6u24 b71

3.) Create a new string value called "UpdateServletURL" under HKLM\Software\Javasoft\Java Update\Policy
Set UpdateServletURL to http://sqeweb.sfbay.sun.com/deployment2/ranjitl/JobFiles/map_7.xml
This map file should contain a mapping for 6u24 to 7 b130.

4. ) Create a new string value called "ManualUpdateServletURL" under HKLM\Software\Javasoft\Java Update\Policy

Set ManualUpdateServletURL to
http://sqeweb.sfbay.sun.com/deployment2/ranjitl/JobFiles/map_7.xml

5.) Click the "Manual Update" button in Java Control Panel -> Update tab
For Schedule Update, jucheck.exe -auto -schedule.

After Step #5, a update available bubble does not appear in the system tray.
Instead, a message that you already have the latest seems to be appearing.
