[non-english locales, windows 7] tooltip of the Java icon on windows control panel is in English

      This problem was found when performing testing on windows 7 zh_CN and pt_BR. On a non-English windows 7, go to windows control panle, and put mouse above the Java icon, the tooltip is still in English as "Java(TM) Control Panel".

      If it's on windows XP, the tooltip is localized.

      Since it's localized on windows XP, but not on Windows 7, it seems to be an i18n problem, not l10n CR.
