IE9 prompts to disable Java plugin because of slow start up

        The IE9 browser is recommending that user's disable plugins.

        See attached screen capture from IE9. The bar at the bottom appears first, and upon clicking on the "Choose add-ons" button the dialog appears listing any plugin that takes longer than .2 seconds to startup.
