SQE requires that IPS repositories be ready to use. RE produces zip files instead of http addressable repositoires in pkg.depotd. A script was developed to unzip and attach the file based repo to an http server. This script has intermittent failures due to some issue with the IPS web server. The IPS web server has some concurrency issue with commands when it is busy or in some other controlled region.
