Path to the online readme should be a link in README.html

      README.html was changed due to CR 7034820.
      The only text is "Please refer to http://java.com/licensereadme" and "http://java.com/licensereadme" is not marked as a link(<a> tag).
      Probably it would be better to create README.txt file instead of README.html.
