The progress panel shown during install of 6u25 has reverted to the pre-6u18 (MSI) design. It should use the updated ATL panel and should exhibit the following behavior:
* no text in the header
* gray bar below the header
* status remains at "Installing Java"
* status bar only goes from left to right once
* cleaner, more readable OpenOffice.org advertisement
