Steps to reproduce:
1) Launch the following application
http://web-east.east.sun.com/www/tests/javaws/generic/hello/hello6p.jnlp
2) close the application

Expected behavior:
1)when the application is launched, its window should be on the top.
2)when closing the application, java console should be closed also.

Actual behavior:
1)when the application is launched, sometimes its window is covered by java console window.
2)when closing the application, java console is still there.
