registerDeploy function should create exact same registry keys as JRE installer

        currently registerDeploy function in deploy.dll only does mimial set of registry changes to register deployment bits from FX runtime.

        we should improve it so it does exactly the same set of registry keys as the JRE installer so we can be more robust
