open jdk repos have files with incorrect copyright headers, which can end up in src bundles. Headers that don't conform to strict GPL patterns do not get swapped for TLDA headers when source licenses bundles are created, exposing our licensee to GPL code.

While tightning up existing RE checking/swapping scripts to check Oracle headers, approximately 200 files where uncovered that had an incorrectly formated "Copyright (c) YYYY, Oracle..." header. These 200 headers must be fixed before the fix (6566786) can be integrated into nightly RE swapping, otherwise those 200 files would not be swapped, and go out with GPL, rather than TLDA headers.
