Enable support for JAR's signed as BLOB.
Review implementation code and write tests to ensure applications using signed Jars works in scenarios:
(1) cache enable (applets, jnlp applets and webstart)
(2) cache disabled
(3) download on demand (we need to return set of "jar signers" as signers for every entry
