We have a spec bug in Path's toUri method. It currently specifes that the returned URI is hierarchical but that is too restrictive as custom providers may be using opaque URIs. The spec needs to be fixed to specify that the returned URI is absolute. The spec needs to continnue to specify that the URI is hierarchical in the case of the default provider.
