EULA doesn't work for firefox. no license agreement window pops-up before running applet

      Seems the fix for 7029090 doesn't take effect.

      Steps to reproduce:
      1) install jre7 b145 promotion bundle with EULA=1
      2 open an applet, if there is no license window for user to accept, bug is reproduced.
