Currently, there is a different set of README and other text files for JRE & JDK and each of SE, JFB and Embedded. Since the file should say: "Please refer to http://java.com/licensereadme" and the README is not there for OpenJDK, there should only be one instance of the files shared across all the different builds.
Currently there is an README.html in the JDK folder, but README.txt in the JRE folder. This should also be consolidated.
