JCP: cannot disable next gen plugin after FX is installed.

        In the JCP on windows, after disabling JavaFX, you should be able to disable the next generation plugin and run with the old plugin.
        However, if you try to do this, you get no error, but if you close and reopen the JCP you can see the new plugin is still enabled.
