My fix for 7075559 was not complete. The complete fix would be removing items, which we are building, from export directory after it is created by copying import JDK. Otherwise items will not be built if items date in import JDK is newer than date on build machine. As result, for example, a JPRT bundle will have items from import JDK instead of new built.
