CMS: Scavenge pauses increase over time

See comments section for emails from customer describing the issue. The increase in scavenge
times could be from increasing fragmentation, but that needs to be confirmed.
Customer could probably be asked to try G1 which does not have the problems
associated with fragmentation that CMS does because of its non-moving nature.

The associated GC logs from customer are attached to the CR.
