Navigate to the live tzupdater tool Versions page:
http://www.oracle.com/technetwork/java/javase/tzdata-versions-138805.html
Scroll to the bottom and click the link:
see Timezones, Daylight Savings Time, and the Sun TZupdater for the Java Runtime Environment (JRE)
This takes you to:
http://www.oracle.com/technetwork/java/javase/timezones-137583.html
Scroll down to the the section "Solutions for Older Versions of the Java Platform"
2nd paragraph states
"However, customers with support contracts running the J2SE 1.3.1 platform can download a version of TZUpdater for JDK/JRE version 1.3.1 from the SunSolve Support Solutions site."
We no longer release a tool for 1.3.1 JDKS.
We no longer release JDKS with up to date tzdata.
So this statement is misleading.
Also the Sunsolce link behind the statement:
http://sunsolve.sun.com/search/document.do?assetkey=1-9-88428-1%20
no longer works.
The page also contains many references to Sun as a company that need to change to Oracle
