The implemention of 7094594 allows some dialogs to show in the applet area.
part of the decision process is weather the dialog will fit in the given space.
If the browser is resized, some applets will resize as well, and in such cases the embedded dialog may no longer fit in the applet space.
in these cases we should be able to pop out the dialog into a real dialog.
