Once I have checked the "I accept the risk" checkbox, the Run button is enabled (correct), but it should also become the default action (note that in the attached image, Cancel remains the default), so if I click the spacebar to accept the risk and then hit the Enter key, the app should run with permissions granted. Currently that behavior (spacebar, then Enter) will cancel the dialog and most likely cause the app to fail.
The font in the More Information link is smaller than the text above it (should be the same size). Also, there shouldn't be a left margin, so the left edge of the M should line up with the left edge of the text above it.
One more issue:
"When the dialog first appears, the "More Information" link/button is in focus. According to spec, the Accept the risks checkbox should be in focus."
