jdk8/jaxws/Makefile default DROPS_DIR should set to jdk8-drops

      The jdk8/jaxws makefile should be updated to the default jdk8-drops directory.
      It's currently still setting to jdk7-drops:
       DROPS_DIR = $(_SLASHJAVA)/devtools/share/jdk7-drops
