Our DS/Nightly builds are only setup to build the install repository. It does this by using a file called outputdir-for-install.zip. This file includes the outputdir tree prior to stepping into the install tree. This CR will involve the following:

-We need to create a similar outputdir-for-deploy.dll when we first step into the deploy repo.
-We need to make DS build script changes to have the option to build deploy and install by using the new zip file.
