SHORT SUMMARY: In Chinese Locale the shortWeekDayNames and the
fullWeekdaynames are identical

PRESENT SINCE: Seems to be in code since 1997.
HOW TO VERIFY: Simple testcase will be included in test repo.
NOTES FOR SE: Revert the abbreviated Chinese short day format names back to
original.
