Run closed/java/awt/MenuBar/MenuBarOnDisabledFrame/MenuBarOnDisabledFrame -- and better add there an action listener to an item. You will see a menu bar if a Frame is in focus, and it will be fully functional menu bar with active items even with totally disabled Frame and all it's components. Formally it is a regression (see 6185057).
