JRE 6u31-b05, 6u30-b12 installation, Firefox 9.1 not popup EULA

      Testbed:
      WindowsXP SP1 64bit
      Firefox 9.1
      JRE version: 6u31-b05 or 6u30-b12

      Reproduce steps:
      Install JRE offline with argument EULA=1.
      Launch Firefox 9.1 and access any URL contain applets.

      Expected:
      EULA dialog should popup and user must accept license and then applet can run, otherwise applet can not run.

      Actual:
      No EULA dialog, applet begin to run.
