test/tools/javac/apt.sh can be removed from tl/langtools repository

      In the tl/lanagtools repository, there is a single apt.sh script in test/tools/javac. Based on the nightly testing results, this script is not being run.

      Need to confirm if this file is needed else it can be removed.
