A user reported the following incident:
"Even with running javacpl.exe as administrator, in the Advanced tab, the Microsoft Internet Explorer box is greyed out under the Default Java for browsers. This occurred with the latest update (31). I want to run Java with Mozilla only, not IE."

I was able to reproduce this by installing 6u30, 6u29, 6u27 and in all cases IE box is greyed out, my screen shots attached [Shak].
