JRE 6 update 31, issue is occurring on all systems where security update wasdeployed in enterprise

A DESCRIPTION OF THE PROBLEM :
Every machine starts displaying this issue after the JRE security update is applied several times a day. Previous version was 1.6.0_29 before upgrade. A popup window will appear with title "Security Alert" and message text "Revocation information for the security certificate for this site is not available. Do you want to proceed?" and the re is three comand buttons; Yes, No, and View Certificate. The certificate is issued to "javadl-esd-secure.oracle.com issued by "USER Trust Legacy Secure Server CA" valid from 1/10/2012 to 1/10/2013. We have a large number of users (500) we support that are complaining about this issue.

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
Install the JRE 1.6.0_31 on wait for the pop up


REPRODUCIBILITY :
This bug can be reproduced always.
