We've been talking about dropping support for this installer file for a while. The introduction of winXP-SP2 made the IE auto-download/install user experience for it really bad, but we continued building it because the HTML Converter still uses it. HTML Converter went away in 1.7.0. The fix is to stop supporting this file.
