test java/awt/Focus/ToFrontFocusTest/ToFrontFocus.html almost always failed on oel, uel 6 since fcs, passed on oel5.6, solaris 10 sparc and windows xp

Test failed because focus_gained doesn't genereated for button in focusable frame.
