A DESCRIPTION OF THE REQUEST :
In the Locale class docs it refers that it uses the ISO-3166 to define the 2 letter Country Code.
But SS is not known to java.util.Locale while it is part of ISO-3166

JUSTIFICATION :
Please add South Sudan like described in the ISO-3166 standard
