pack200 does not produce a compatible pack file for JDK7 classes if indy is not present

      If you use pack200 from jdk8 to pack simple class then use JDK7 to unpack it you will get:
      Corrupted pack file: magic/ver = CAFED00D/170.1 should be CAFED00D/150.7 OR CAFED00D/160.1
